State Median Income and Federal Poverty Level Calculation Tool

Updated: August 2019 (to include FY 2019 SMI Estimates).

This document contains instructions for the State Median Income (SMI) and Federal Poverty Level (FPL) Calculation Tool. This tool is designed to assist states and territories with calculating the annual and monthly SMI estimates and FPLs used to determine income eligibility and family copayments for their child care subsidy programs. The tool contains four Excel worksheets or tabs that automatically calculate the SMI levels in increments from 5 percent to 100 percent when the user enters the 100 percent SMI estimate for a family of four in the spreadsheets.

A Microsoft Excel spreadsheet accompanies these instructions. The file is available by emailing the National Center on Subsidy Innovation and Accountability at ncsia@ecetta.info. NCSIA can also provide the tools for previous years upon request.
