CCDF Plan Training Framework

The Office of Child Care developed this collection of training materials to support Lead Agencies' development of their Child Care and Development Fund (CCDF) Plans. The CCDF Plan is a key public document that describes how a Lead Agency will operate its program to meet CCDF regulatory requirements, and it is essential to OCC's oversight of CCDF implementation.

The training materials are modular in design and therefore responsive to the specific needs of a Lead Agency. The framework includes a menu of training options for use on a national, regional, and Lead Agency level by OCC staff, Lead Agencies, and—if applicable—technical assistance staff.

FY 2022-2024 CCDF Plan is the current Plan and is in effect for the period of 10/1/2021 to 9/30/2024.

FY 2025-2027 CCCDF Plan is currently going through the Paperwork Reduction Act approval process. Once the Plan is finalized all the training framework materials will be updated. Below are several new resources designed to support Lead Agency Plan development.

Child Care and Development Fund Plan Development Phases and Stages
This infographic identifies how a Lead Agency can sequence the predictable tasks of Plan Development within four phases and eight smaller stages. It provides a high-level overview which might be helpful when introducing the development process to workgroups, partners, and state and territory leadership.

Key Information to Support CCDF Administrators in Preparing for the FFY 2025–2027 CCDF Plan
This suggested timeline and detailed guidance will help Lead Agencies prepare to complete key tasks to develop and submit the Child Care and Development Fund (CCDF) Plan, also known as the ACF-118. The resource is designed to allow CCDF Administrators and their staff to add or modify tasks, assign responsibilities and to identify their own target dates to reflect internal timelines.

Presentations: The presentations in this set of training materials all begin with an identification of the CCDF core purposes addressed in each section of the Preprint and an explanation of why the section is important. Each slide deck also describes how the section is organized and any refinements made in the Preprint. In addition, the slide decks identify valuable resources (Information Memoranda, Program Instructions, and CCDF technical assistance resources) that support an understanding of CCDF policy and implementation. Each section question is addressed in the slide deck, including highlights of what is important to address in the question, how question responses may be related to other questions, and insights from the CCDF Preamble that provide additional context and intent behind questions.


Section Guides: A Section Guide for each section of the Preprint is available to Lead Agencies. These Section Guides identify information memoranda (IMs), program instructions (PIs), and key technical assistance resources that assist Lead Agencies in understanding the questions and requirements related to that section. In addition, the Section Guides provide a crosswalk between selected questions within the fiscal year.

2022–2024 CCDF Plan Preprint Training Presentation: Section 1 Define Leadership and Coordination with Relevant Systems and Funding Sources
This training presentation is used when delivering Section 1 of the 2022–2024 CCDF Plan Preprint Training. Section 1 identifies the leadership for the CCDF program in each Lead Agency and the entities and individuals who will participate in the implementation of the program.

2022–2024 CCDF Plan Preprint Training Guide: Section 1 Define Leadership and Coordination with Relevant Systems and Funding Sources
This training guide is used when delivering Section 1 of the 2022–2024 CCDF Plan Preprint Training. Section 1 identifies the stakeholders that were consulted to develop the Plan and who the Lead Agency collaborates with to implement services.

2022–2024 CCDF Plan Preprint Training Presentation: Section 2 Promote Family Engagement Through Outreach and Consumer Education
This training presentation is used when delivering Section 2 of the 2022–2024 CCDF Plan Preprint Training. In Section 2, Lead Agencies address how information is made available to families, the general public, and child care providers to assist them in accessing high-quality child care, and how information is shared on other financial assistance programs or supports for which a family might be eligible.

2022–2024 CCDF Plan Preprint Training Guide: Section 2 Promote Family Engagement Through Outreach and Consumer Education
This training guide is used when delivering Section 2 of the 2022–2024 CCDF Plan Preprint Training. Lead Agencies report how information can be provided to parents through the child care assistance system, partner agencies, and child care consumer education websites.

2022–2024 CCDF Plan Preprint Training Presentation Section 3: Provide Stable Child Care Financial Assistance to Families
This training presentation is used when delivering Section 3 of the 2022–2024 CCDF Plan Preprint Training. In Section 3, Lead Agencies identify how they define eligible children and families and how the Lead Agency improves access for vulnerable children and families.

This training guide is used when delivering Section 3 of the 2022–2024 CCDF Plan Preprint Training. This section addresses the policies that protect working families and determine a family’s contribution to the child care payment.

2022–2024 CCDF Plan Preprint Training Presentation Section 4: Ensure Equal Access to Child Care for Low-Income Children
This training presentation is used when delivering Section 4 of the 2022–2024 CCDF Plan Preprint Training. Section 4 addresses strategies that the Lead Agency uses to promote parental choice, ensure equal access, and increase the supply of child care.

2022–2024 CCDF Plan Preprint Training Guide Section 4: Ensure Equal Access to Child Care for Low-Income Children 
This training guide is used when delivering Section 4 of the 2022–2024 CCDF Plan Preprint Training. This section addresses building the supply of child care for all families and supporting equal access for CCDF eligible children.

2022–2024 CCDF Plan Preprint Training Presentation Section 5: Establish Standards and Monitoring Processes to Ensure the Health and Safety of Child Care Settings
This training presentation is used when delivering Section 5 of the 2022–2024 CCDF Plan Preprint Training. In Section 5, Lead Agencies are required to certify that there are in effect licensing requirements applicable to all child care services in the state or territory, which supports the health and safety of all children in child care.

2022–2024 CCDF Plan Preprint Training Guide Section 5: Establish Standards and Monitoring Processes to Ensure the Health and Safety of Child Care Settings
This training guide is used when delivering Section 5 of the 2022–2024 CCDF Plan Preprint Training. In Section 5, Lead Agencies must describe how licensing exemptions do not endanger the health, safety, and development of CCDF children in license-exempt care.

This training presentation is used when delivering Section 6 of the 2022–2024 CCDF Plan Preprint Training. Section 6 covers the state or territory framework for training, professional development, and post-secondary education; provides a description of strategies used to strengthen the business practices of child care providers, and addresses early learning and developmental guidelines.

2022–2024 CCDF Plan Preprint Training Guide Section 6: Recruit and Retain a Qualified and Effective Child Care Workforce 
This training guide is used when delivering Section 6 of the 2022–2024 CCDF Plan Preprint Training. In Section 6, states and territories describe their framework for training, professional development, and post-secondary education for caregivers, teachers, and directors, including those working in school-age care.

2022–2024 CCDF Plan Preprint Training Presentation Section 7: Support Continuous Quality Improvement
This training presentation is used when delivering Section 7 of the 2022–2024 CCDF Plan Preprint Training. Section 7 covers the quality activities needs assessment, which of the 10 quality improvement activities a Lead Agency is investing in, and indicators of progress for each of the activities undertaken in the state or territory.

2022–2024 CCDF Plan Preprint Training Guide Section 7: Support Continuous Quality Improvement
This training guide is used when delivering Section 7 of the 2022–2024 CCDF Plan Preprint Training. Section 7 stipulates that the quality activities should be aligned with a statewide or territory-wide assessment of the state’s or territory’s need to carry out such services and care.

2022–2024 CCDF Plan Preprint Training Guide Section 8: Ensure Grantee Program Integrity and Accountability
This training guide is used when delivering Section 8 of the 2022–2024 CCDF Plan Preprint Training. This guide includes topics on internal controls to ensure integrity and accountability and processes in place to investigate and recover fraudulent payments and to impose sanctions on clients or providers in response to fraud.
