The market rate survey (MRS) process contains multiple steps and can be complex. These interactive modules, coupled with a full review of MRS briefs, provide users a basic understanding of the MRS process. The materials are for CCDF Administrators, their staff, and consultants responsible for overseeing the survey process.

An MRS is a study of the prices and fees that child care providers charge private paying parents. CCDF Lead Agencies are required to conduct an MRS or an alternative methodology within 2 years of submitting their CCDF Plans. A narrow cost analysis is also required. All these data help Lead Agencies ensure eligible children have access to child care services that are comparable to services for children whose parents are not eligible.
