Toward a Culture of Consequences: Performance-Based Accountability Systems for Public Services

This report presents the findings of a cross-sector analysis of the effectiveness of performance-based accountability systems for improving public services. It is directed toward decisionmakers charged with designing performance-based accountability systems. The purpose of the study was to examine the empirical evidence about the use of performance-based accountability systems in public services and to analyze the factors associated with effective performance-based accountability systems design, implementation, and outcomes.
