Tip Sheets: CCDF Flexibilities in Disaster Response and Recovery
In response to the COVID-19 pandemic, OCC published Tip Sheet for States and Territories: Using CCDF Amendments and Waiver Flexibilities to Meet the Child Care Needs as a Result of COVID-19 in April 2020. The resources builds on the Administration for Children and Families (ACF) guidance found in Flexibility in Spending CCDF Funds in Response to Federal or State Declared Emergency Situations (CCDF-ACF-IM-2017-02). Three worksheets expand the 2020 document’s scope to include natural and human-made disasters and public health emergencies:
- Part 1 helps the CCDF Lead Agency and OCC staff identify what is needed and how the CCDF program can help. The format is questions with space for note taking and other ideas.
- Part 2 identifies specific CCDF provisions and describes actions to support affected families, children, and child care providers via CCDF Plan amendments and CCDF program waivers. The format includes the CCDF Plan question number and space for notes.
- Part 3 provides approaches and important strategies for creating a waiver request. This worksheet includes tips for developing amendments and waiver requests.
