Planning Guide for Intragovernmental Partnerships--ARCHIVED

The purpose of the proposed governance partnership activity guide is to assist states in reviewing and strengthening the critical function of cross-agency or inter-agency partnership that is essential to the creation of a comprehensive early childhood system which supports the early care and education, health and development needs of young children. Regardless of the form of governance that a state uses, when the focus shifts to the comprehensive early learning, health and development needs of young children, states must work across governmental units to achieve a truly comprehensive approach. They can do this through communication, coordination, cooperation and co-creation (i.e., collaboration). This guide will address these four elements in order to provide states with practical activities that they can use to help assure a smooth and efficient governance approach. This activity guide will contain the following four sections:

Definition of different ways that organizations can work together (coordination, cooperation, co-creation/collaboration) to advance the comprehensive early childhood system Strengths of each approach Challenges of each approach Implementation questions/checklists relevant to each approach
