Building Support for Licensing

State government agencies responsible for regulating child care providers often have the dual role of ensuring that providers are compliant with the licensing laws and regulations as well as educating the public on the importance of those laws and regulations in keeping children safe from harm. This paper discusses the responsibilities of licensing agencies and how they build support for their efforts from various stakeholder groups—including child care providers, consumers of child care, other governmental agencies, and the legislature.
