Building a Comprehensive State Policy Strategy to Prevent Expulsion from Early Learning Settings

This tool lays out a rubric for policy options to promote young children’s social-emotional development. The options reduce the likelihood of expulsion and suspension in early learning settings. The 2014 Child Care and Development Block Grant (CCDBG) reauthorization informs this tool. It will support the development of state-level strategies to improve early learning settings. It will provide an approach to preventing suspension and expulsion.
