Overview

The State Capacity Building Center is sponsoring a new cohort of Emerging State Leaders: Leading Change and Influencing People, a peer learning forum for emerging state leaders who seek to improve their knowledge and skills around leading change and influencing people as part of their contribution to a strong early learning system.

The opportunities and challenges confronting States and Territories are cross-cutting and complex. They require leaders at all levels to achieve results by coordinating groups of people, resources, and policies beyond their immediate control. Thus, leading change and influencing others are paramount to contributing to a strong early learning system. This opportunity is for emerging leaders who wish to benefit from cutting-edge research, theory, and practices.

Who

This peer learning forum is for emerging state leaders who are critical to the implementation of the Child Care and Development Fund. A diverse group of emerging state leaders within the early childhood system is sought to participate.

When

  • Applications are due March 17, 2017.
  • The forum takes place April–July 2017.

Overview and Application to Participate

Overview

The State Capacity Building Center is sponsoring a peer learning forum for emerging state and territory leaders who are seeking to improve their knowledge and skills about leading change and influencing others as part of their contribution to building a strong early learning system. The opportunities and challenges States and Territories face are crosscutting and complex. To achieve results, leaders at all levels must coordinate groups of people, resources, and policies beyond their immediate control. Creating change and influencing others are necessary skills for contributing to the development of a strong early learning system. Many people who lead systems work from various positions within States stand to benefit from cutting-edge research and theory.

Who Should Consider Applying?

Individuals who make decisions and whose work is related to the Child Care and Development Fund can apply. Applicants may be from the following settings/programs or in the following positions:

  • State or Territory child care administration;
  • Department of education;
  • Department of early learning;
  • Early learning council lead/co-lead;
  • Race to the Top–Early Learning Challenge;
  • State prekindergarten program;
  • Professional development/technical assistance/higher education;
  • Quality rating and improvement system/quality initiative lead;
  • Head Start State Collaboration Office;
  • Early intervention and/or early childhood special education (Part B and Part C);
  • Home visiting; or
  • Services for homeless families.

In addition, individuals working in other settings that are part of the early childhood field and are seeking to create a high-quality service system that includes child care for low-income families may apply.

Participant Responsibilities

The emerging leaders forum requires active engagement from participants. Please consider whether you have the time and commitment to do the following:

  • Participate in three webinars;
  • Complete outside readings; and
  • Engage with others on this issue.

Members will also have the option to receive private consultation, which requires participation.

By completing this online application, you are applying on behalf of your State or Territory to participate in the Emerging Leaders Peer Learning Forum. The due date for the application is March 17, 2017. States and Territories will be informed by March 31, 2017, about selection.

It is our intent to compose the peer learning forum with individuals working in various roles in systems development.

The boxes for essay questions will hold 2,000 characters (approximately one-half page of print). You might benefit from composing your responses in a Word document and then cutting and pasting your response into the online application.
