This webinar explored how to better meet the needs of Native American and Indigenous youth and families in OST programs. Panelists representing national, state, and local organizations explored topics such as the goals of OST programs from family and caregiver perspectives. The barriers identified included lack of access to programs, transportation challenges, cost, and culturally insensitive funding streams. Also discussed was the importance of family engagement, the importance of preserving cultural traditions, and strategies to improve programs for indigenous youth. This case study highlights the historical context behind the Pay Equity Fund, the vision and goals of the fund, early implementation successes and challenges, and future goals based on interviews with key informants, parents and guardians, center directors, and home-based providers. The goal of the Pay Equity Fund is to improve staff recruitment, retention, and morale and mental health, as well as program quality improvement and child outcomes. These findings can inform jurisdictions across the country as they design and implement compensation improvements for the child care workforce.

Out-of-School Time (OST) plays a critical role in supporting working families and in providing children and youth with meaningful relationships, enrichment activities, and social and emotional learning (SEL), which lead to positive developmental outcomes. Additionally, there is a greater-than-ever focus on the potential for OST to support pandemic recovery efforts. To achieve that potential, there needs to be a new investment in the OST workforce.

On December 15, 2022, the National Center on Afterschool and Summer Enrichment hosted the “Equitable Strategies to Support the Out-of-School Time Workforce” webinar to share strategies and resources that can support a strong and diverse afterschool, home-based child care, and summer workforce. Examples shared were from both a national and local perspective and explored funding and policies that are designed to respond to workforce challenges.
