Peer Learning Group on Effective Technical Assistance Systems in QRIS

The National Center on Early Childhood Quality Assurance (ECQA Center) is pleased to provide a peer learning group (PLG) for states and territories seeking ways to move beyond a basic quality rating and improvement system (QRIS) technical assistance (TA) structure designed to prepare programs for ratings. Instead, systems focused on providing program supports, resources, and practices to improve quality and outcomes for children will be explored. This activity will consist of state and territory teams participating in five webinars and an optional face-to-face meeting.

Who Should Participate

This PLG is for states and territories interested in exploring promising practices and learning about effective and sustainable TA approaches that help programs meet QRIS standards and sustain quality improvements.

We will select four to six teams to participate based on the TA goals listed in the application.

  • The commitments for the state or territory team include the following:
  • Identifying one or two state priorities
  • Participating in the webinars
  • Participating in approximately three state-specific consultation calls
  • Preparing for meetings in advance by completing prereading or discussion guides
  • Holding team meetings or conference calls between webinars to complete the assignments
  • Creating an action plan
  • Sharing lessons learned during the final webinar.

Learning Outcomes

The following is a list of what participants will have knowledge about after the PLG:

  • Assessing the state or territory TA system on four levels:
  • Early learning programs
  • TA professionals
  • QRIS supervisor or sponsoring agency
  • State level
  • Assessing and identifying strengths and gaps in the state’s TA system
  • Planning a more effective and efficient TA system designed to sustain quality improvements
  • Evaluating TA system outcomes at all levels.




January 2018

One-on-One Calls
Individual teams will meet with PLG planners for a state- or territory-specific discussion. 

Webinar 1: February 8, 2018, 2:00–3:30 p.m. EST

Laying the Foundation for Quality Improvement
Teams will review updated research about supporting quality improvements and will discuss how to use data to understand the TA landscape.

Webinar 2: March 22, 2018, 2:00–3:30 p.m. EST

Topic(s) to be determined based on the needs identified in the applications and during the one-on-one calls.

Webinar 3: May 3, 2018, 2:00–3:30 p.m. EST

Sharing Current Assets and Challenges
Guest presenters will share their statewide professional development systems and the impact on program quality.

Webinar 4: June 13, 2018, 2:00–3:30 p.m. EST

What Does CQI Have To Do With Sustaining Improvements?
Teams will look at the relationship between continuous quality improvement (CQI) activities and TA efforts.

Meeting: July 2018

Face-to-Face Meeting
This is an optional meeting for team members attending the QRIS National Learning Network Meeting in San Diego, California. The specific time and content will be determined based on state and territory decisions.

Webinar 5: August 1, 2018, 2:00–3:30 p.m. EST

Teams will present lessons learned and action plans and will discuss any remaining questions.
