Invitation To Submit a Statement of Interest To Participate in the Tribal Early Learning Initiative Collaborative

As described in the Office of Child Care Information Memorandum (IM) (CCDF-ACF-IM-2022-01), the Administration for Children and Families (ACF) is launching a new Tribal Early Learning Initiative (TELI) effort. This effort is being implemented in response to feedback from Tribes in nation-to-nation consultation that they would like additional support and resources to better coordinate their early childhood programs, including Head Start, child care, and home visiting programs. TELI will support Tribes in their efforts to improve program quality and child and family outcomes by using Tribal Child Care and Development Fund (CCDF) resources and other funding streams to implement their vision for a stronger, more seamless system of high-quality early childhood programs at the Tribal community level to better serve young children and their families.

The TELI officially launched with a webinar, held on April 19th, during which ACF staff members shared information about upcoming opportunities for Tribes to receive technical assistance (TA) in implementing their TELI projects. This information includes the TELI Collaborative, a peer-learning community to include up to eight tribes that will receive supports from one another and ACF staff. TELI Collaborative Tribes will receive intensive support over a 3-year period, including ongoing TA as part of a peer-learning network, direct support from Federal agency staff members and leaders, regular meetings, and possible site visits.

We invite Tribes, via the Tribal CCDF lead agency, to submit a Statement of Interest to participate in the TELI Collaborative, along with a Statement of Commitment from the early childhood program partners participating in the Tribe’s TELI effort, to Eva Carter (eva.carter@acf.hhs.gov) by July 1, 2022. Both documents can be accessed by clicking on the two areas of hyperlinked text in the first sentence of this paragraph. Tribal CCDF lead agencies must also separately submit the TELI Appendix (Appendix 2 of the FY 20232025 Tribal CCDF Plan Preprint) to OCC by July 1, 2022, to be able to use Tribal CCDF resources to conduct TELI activities (in accordance with the IM noted above).
