Final 2023–2025 Tribal CCDF Plan Preprint and New Program Instruction Requesting the FY 2023–2025 Triennial Child Count Declaration and Definition of Indian Reservation or Service Area and Tribal Early Learning Initiative (TELI)

The Office of Child Care (OCC) is pleased to announce that the 2023–2025 Tribal CCDF Plan Preprint form has been approved and is final. Although submission of the plan has been extended, Tribal lead agencies can use the final CCDF Plan Preprint form to start planning for its submission. A separate Program Instruction (PI) will be issued with instructions for the Plan Preprint submission and deadline.

OCC is also releasing guidance for Tribal lead agencies operating a Child Care and Development Fund (CCDF) program beginning on October 1, 2022, on the submission of the fiscal year 2023–2025 Triennial Child Count Data, including the accompanying definitions of Indian Reservation or Service Area and Indian Child, and the optional Tribal Early Learning Initiative (TELI) appendix. The new Program Instruction informs Tribal lead agencies on how to submit the triennial child count declaration form, their definitions of Indian Reservation or Service Area and Indian Child, and the optional TELI appendix by the July 1, 2022, deadline.

Tribal lead agencies must complete and submit the child count declaration forms with an effective date of October 1, 2022, through September 30, 2025, to the Child Care Automated Reporting System (CARS) by accessing this CARS webpage. Direct-funded Tribal lead agencies must also include their definition of Indian Reservation or Service Area with this child count declaration form. Tribal lead agencies interested in applying for TELI can submit that appendix through the CARS webpage as well. Additional information and training on CARS will be available.

Tribes that have consolidated their CCDF program into an approved plan under the Indian Employment, Training, and Related Services Consolidation Act of 2017 (known as Public Law [P.L.] 102-477) are not required to update their definition of Indian Reservation or Service Area until their next P.L. 102-477 Plan submission. However, they are required to complete the child count declaration using CARS. In addition, if interested in applying, 477 Tribes will use CARS to submit the TELI appendix.

The 2023–2025 Tribal CCDF Plan Preprint and new PI are available on this OCC webpage. The PI has been added to the Program Instructions webpage, and both are now included in the Featured Resources section on the OCC home page.
