Consolidated CCDF CARES Act Financial Guidance

State, territory, and Tribal Child Care and Development Fund (CCDF) lead agencies have risen to the challenge of operating under the coronavirus disease 2019 (COVID-19) pandemic conditions, implementing policies to quickly administer the supplemental CCDF discretionary funds provided under the Coronavirus Aid, Relief, and Economic Security (CARES) Act. The Administration for Children and Families (ACF) has also issued guidance to support CCDF lead agencies in supporting child care providers during the pandemic. The fast pace in response to the pandemic has resulted in a fragmented release of guidance. The purpose of this email is to consolidate in one place, for ease of reference, the financial guidance material with regard to the supplemental CCDF discretionary CARES Act funds:

  • Terms and conditions as initially provided in the Notice of Award (NOA) (attached)
  • Information Memorandum CCDF-ACF-IM-2020-01Supplemental CCDF discretionary funds awarded by the CARES Act
  • Program Instruction CCDF-ACF-PI-2020-05Approved Revised Form and Completion Instructions for the ACF-696 financial reporting for states and territories (updated Program Instruction for Tribes forthcoming)
  • Catalog for Federal Domestic Assistance (CFDA) or CFDA listing for CCDF discretionary funds, which specifically indicates that the CCDF CARES Act funds fall under this CFDA listing
  • The Compliance Supplement is updated on a schedule according to the Office of Management and Budget (OMB) and has not yet been updated to incorporate CCDF CARES Act funding.
